Although these changes have not yet been finalized, the draft indicates that PR applications will be examined more carefully than before. This is because Permanent Residence is considered the most stable immigration status in Japan, allowing a person to live in Japan permanently without restrictions on activities or the period of stay. 

Main Proposed Changes

The draft includes the following important changes:

Higher Income Requirements

Applicants will be expected to maintain an income that is higher than the average income of a Japanese household of the same size. 

Future Pension Benefits

Immigration authorities also plan to consider an applicant’s expected future pension benefits. If the expected pension amount is insufficient, financial assets such as savings may also be taken into account. 

Japanese Language Ability

Applicants may be required to prove Japanese language ability at approximately CEFR B1 level. 

Understanding of Japanese Society

Applicants who do not have a sufficient understanding of Japan’s laws, social systems, and everyday rules may receive a negative evaluation. 

Children’s School Attendance

If an applicant has children of compulsory school age (6-12 yeras old), failure to send them to school may negatively affect the PR application. 

Changes to the Spouse Exception

The special eligibility requirements for spouses of Japanese nationals and Permanent Residents are also expected to change.

Effective Date

According to the current draft:

・If you apply before April 1, 2027:
Although the official guideline revision date has not yet been finalized, certain revised requirements, including the income requirements, are expected to apply to applications submitted within the six months before the official revision date and that are still under review on the revision date.

・If you apply on or after April 1, 2027:
The revised Guidelines for Permission for Permanent Residence are expected to apply.

Please note that: These are currently only proposed revisions and have not yet been finalized. The official revision date and the details of the revised requirements may still change before the revisions are officially implemented.

この改定案では、永住者の在留資格は「活動・期間の制限が無く、生涯を本邦で過ごすことが想定される最も安定した法的地位」であることから、これまで以上に慎重に審査を行うことが示されています。

主な変更点

改定案では、次のような内容が盛り込まれています。

• 収入基準の見直し
  • 世帯人数に応じて、日本人世帯の平均収入以上の収入が継続してあるかが確認される予定です。
• 将来の年金額も審査対象に
  • 将来受け取る年金額も確認される予定で、不足する場合は預貯金などの金融資産も考慮されます。
• 日本語能力
  • CEFR B1程度の日本語能力が求められる予定です。
• 日本の制度やルールの理解
  • 日本の制度や社会のルールについて理解をしていない場合は、マイナスの評価の対象となります。
• お子様の就学状況
  • 義務教育年齢のお子様が学校へ通っていない場合は、マイナスの評価をされる可能性があります。
• 配偶者の特例の見直し
  • 日本人や永住者の配偶者に認められている特例についても、必要な婚姻期間や在留期間が延長される予定です。「結婚して３年以上、日本で１年以上生活」→「結婚して５年以上、日本で３年以上生活」

適用時期

改定案によると：

・2027年4月1日より前に申請した場合：ガイドラインの正式な改訂日はまだ確定していませんが、ガイドラインの正式な改訂日の６ヶ月前以降に申請され、かつ改訂日の時点で申請が審査中である場合、収入要件等の改定が適用される見込みです。

・2027年4月1日以降に申請した場合：改定後の永住許可に関するガイドラインが適用されます。

The Japanese government has proposed increasing the Immigration Services Processing Fees for various immigration applications. The most significant change is the proposed increase for Permanent Residence applications—from ¥10,000to ¥200,000. Following the public comment period, the new fee is expected to take effect in October 2026.

これまでは、特定技能1号の在留期間は通算5年までとされており、その期間内に介護福祉士国家試験に合格できなかった場合は、原則として日本で働き続けることができませんでした。

しかし、介護福祉士国家試験に「パート合格制度」が導入されたことに伴い、一定の要件を満たす方は、最長1年間（通算6年まで）在留期間を延長し、翌年の国家試験に再チャレンジできる制度が始まりました。 

パート合格制度とは？

介護福祉士国家試験では、一定の条件を満たした場合、合格した試験科目（パート）が翌年以降免除される「パート合格制度」が導入されました。

この制度に合わせて、特定技能1号（介護）の外国人についても、一定の条件を満たせば在留期間を延長できるようになりました。 

在留期間延長の対象となる主な要件

通算5年目に受験した介護福祉士国家試験において、次の要件を満たす必要があります。

• 国家試験の全パートを受験していること
• 1パート以上に合格していること
• 総得点が合格基準点の80％以上であること
• 翌年度も介護福祉士国家試験を受験する意思があること（→合格した場合は、速やかに在留資格を「介護」の在留資格変更申請を行うこと。合格できなかった場合には、速やかに帰国すること）
• 勤務先が対象者を引き続き雇用する意思があり、学習計画を作成し、受験を支援すること

これらの要件を満たした場合には、通算在留期間が6年に達するまで在留期間の更新申請を行うことができます。

今回の制度改正により、介護福祉士国家試験への挑戦をあきらめることなく、もう一度チャレンジできる道が開かれました。

現行：10,000円

改定後（予定）： 200,000円
